Far be it from me to argue with IBM.  However some more messages from your 
job log might help.  If you are getting certain messages than a RLSIFSLCK 
might be in the order.

Hey,  we have a file that we cannot delete or restore on the IFS.  IBM 
says we have to do a
reclaim storage and the systems guy is thinking there has got to be better 
way. 

 Any suggestions?
