I was speaking to some people that outsource to the US from China.

The government is moving to Linux, but business and personal use is still
heavy MS ... which is also heavily pirated.

China is the Gordion Knot for licensing ... but 1 billion people, you can't
just say "screw it I won't sell there".  Can't pass up a huge sure base and
a quickly industrializing economy.
