It is my bellief that in early years data was often on tab cards and would be sorted. There really was no such thing as "original arrival sequence" after the first sort. This paradigm continued on into magentic media. Still today there is no guarantee that a reorganize command will leave a file in a particular order beyond that defined within the reorganize process itself. What if your process depended upon arrival sequence and some other process GSORTed the file alphabetically? You'd think the Great God of Data had created a miracle on your disk. :) Additionally, we have no promises as to future technologies.
