I agree with the Exit Point idea.   If you're not sure how to use an exit
point with FTP to control/modify access, I have a free utility you can
download from:

Click on the FTP Exit Log Utility link and then click on FTP Exit Log title
in that page to download it.

This utility, when attached to the FTP Server Logon exit point, will log all
activity on your FTP Server.  In addition, it contains another program that
allows you to view all of that activity and even updates itself in real-time
as FTP activity occurs. You may want to use this, or a modified version of
it (source code included) to allow your System Operators or others to keep
track of or even modify (if YOU add the additional functionality to the
sample code...) the FTP attributes.
