I am on V4R5 and STRTCPSVR SERVER(*HTTP) works for me, Two Ts One H.

Or are you attempting to start/restart a specific instance..

STRTCPSVR SERVER(*HTTP) HTTPSVR(MYWEB)

STRTCPSVR SERVER(*HTTP) RESTART(*YES) HTTPSVR(MYWEB)
