I don't think you need a RGZPFM. The CLRPFM gets rid of deleted records,
too, and is quite fast.
Order of things could be
CHGLF EACHLOGICAL MAINT(*DLY) or whatever is the setting
CPYF VROIRSPL TEMPFILE MBROPT(*REPLACE) using field selection of VLCIND *LE
000101
CPYF VROIRSPL TEMPFILE MBROPT(*ADD) using field selection of VLCIND *GE 020901
CLRPFM VROIRSPL
CPYF TEMPFILE VROIRSPL
CHGLF EACHLOGICAL MAINT(*IMMED)
No RGZPFM needed, unless you want to match the record order with a logical
file.
