Chances are it is not missing, just not recognizable  Look for the CD with
the following on it:

iSeries Setup and Operations.
     includes:  EZ setup for iSeries
              iSeries Access for Windoze
              iSeries Access for Windoze - Setup

It all comes on one CD that is black with white letters.  Many of my
customers have had the same problem but when they looked, they did finally
find the CD.
