This is a little ad hoc, but here goes:

sbmjob cmd(call pgm(ovrdexc) parm('ovrdbf filea tofile(libx/fileb)' 'pgmlib' 'mypgm')

and ovrdexc consists of:

pgm parm(&cmd &pgmlib &pgmnam)
dcl var(&cmd) type(*char) len(32)
dcl var(&pgmlib) type(*char) len(10)
dcl var(&pgm) type(*char) len(10)

call pgm(qcmdexc) parm(&cmd 32)
call pgm(&pgmlib/&mypgm)
endpgm

You really need to make your own command, because the default command line parameter length of 32 is certainly not adequate for an override command, but that's the general idea.
