Leif, The design rationale (I believe) has to do with the steps necessary to remove a temporarily-applied PTF. Because a certain amount of LIC needs to be running for PTF removal (even during an IPL), IBM needed separate copies so that all LIC code would be inactive and PTF's could be removed. Temporary PTF's can be removed from other code without this step.
