Yes, if you have SQL development kit on your as400, you can use RUNSQLSTM to execute an SQL script stored in a file. OR... You could use QM Query to process a SQL statement to call your stored procedure. Several versions of freeware SQL command processors are based on QM query definitions, and are easily used from the command-line or in CL programs.
