RE: How can I limit spooled file access under Operation NavigatorUser with *SPLCTL special authority ?

The purpose of *SPLCTL special authority is to give a user complete
access to spooled objects.  If you don't want someone to have complete
access to all spooled objects, don't give them *SPLCTL.

A better question might be, why does this user have, or purport to need,
*SPLCTL special authority?
