OK - then it's the local control point name & default local location you
can change without an IPL provided all APPC controllers are varied off.

     name is changed when a request to change the system name is
     issued (except when entered during IPL).  The pending system
     name becomes the current system name at the next IPL of the
     system.

so it look's like an IPL is necessary
