If all APPC controllers are varied off when you run CHGNETA to alter the
system name (and local control point & default local location) then I
don't believe an IPL is necessary.

Changing the system name is a snap.  I do it all the time.  None of mine
have the default name.  CHGNETA.

Since most systems come with Sxxxxxxxx.  x=serial number
