SEU has nothing to do with it.  SEU won't take more than 40 parameters
because CL program can't have more than 40 parameters.  See:

RPG IV programs can have up to 255 parameters on program calls and up to
399 parameters on procedure calls.  See Appendix A of the ILE RPG
Reference manual.  (Unfortunately the Disinformation Center only has a
PDF version of the manual so I can't give you a link to the specific
section to view on-line.)
