Are you doing LU2.1 or LU6.2?
Sounds to me like you are doing LU6.2.  In this case you have 2
controller descriptions involved.  You should have an APPC controller
and a RWS (remote work station controller).  Did you allow the system to
autoconfig the Remote Work Station controllers?  If so, I believe they
auto configure with a parameter that define whether or not they drop off
line after all devices disconnect.  (Sorry I don't have access to a
system at the moment so I can't verify the parm).  I suspect this is
your problem.

for ANY device and all is OK if it finds one, otherwise it "drops"  ?

I ask, because it would be REAL easy to stick a dumb terminal in the
wiring closet, attached to the UPS, etc. so there would ALWAYS have a
user devices with power (?).

This would eliminate the 10+ minute "recycle" time at the larger
branches when they have a power problem.

Can anyone confirm this ?
