That's my point...the folks in India or China or Taiwan are not
consultants...they're coders. The consultants (or analysts or whatever) are
sitting with the client.

Because it works like this.

Say Company A is a consulting firm.  Their main office is in Silicon
Valley.
90% of the staff is US/English speaking.

They have the marketing staff and several technicians and project leads.

They deal with the clients.

They then relay what needs to be created to their developers overseas.  It
is no different than how a customer deals with someone like HP or IBM right
now.  Your point of contact is your account rep and you really have no
contact with the actual developers ... who now happen to be in another
country.

We were looking into writing a new Insurance Application and a company we
spoke to was setup like this.  They had about a dozen people in California
and a troop of coders in Taiwan.
