CCSID problem converting from IFS Doc CCSID 819 retaining scandinavian characters

I have a document in QDLS on a machine in Sweden, with a CCSID according
to WRKLNK of 819.  If I look at the document with codeedit or ultraedit
on my PC I can see the Scandinavian special characters OK.

I tried copying the file with CPYFRMPCD to a database file on the system
and the Scandinavian characters were mistranslated into punctuation,
curly brackets and various other unhelpful characters.  Checking the
target file showed it to be CCSID 37.

I tried creating a file that was CCSID 278, which I believe is Swedish,
and 277 which is Danish/Norwegian and using CPYFRMPCD to that but the
conversion is still mis-translating the special characters.  I'm using
*DFT for the translate table on CPYFRMPCD.

The default job CCSID is 65535 but changing it to 278 didn't help.

I'm viewing the characters on their system with a CA session set up as
host code page 278, and I'm seeing what they're seeing.

Trawling through the archives, I got the impression that the conversion
should be handled automatically if the CCSIDs were set up correctly.  If
it makes any difference, the machine is set up as character id 697,
Codepage 278 and CCSID 65535.

Any ideas?
