You can try to remove "9999 QCMD QSYS *ANY" from
subsystem description.
This is the one used by batch jobs.
Of course, smart user can specify "interactive" RTGDTA on SBMJOB command,
but then you can put QINTER job queue on hold, as others suggested.
However, smart user can release QINTER job queue...
You can manage this by dealing out authorities carefully.
