Thanks for the replies. Were on V4R5 AS400 model 820 9406
our cpu usage does stay around 98% to +++++ if that tells
you anything. We also have around 180 users signed on at
any given time.

You've met one of the most debated and controversial
elements of os400, the
"Interactive threshold governor".  Actually, CFINTxx jobs
are interrupt
handlers and are critical tasks in OS400.  They have been
adapted (in
various ways) to penalize performance on SOME AS/400s
(iSeries) boxes that
are over-utilized for interactive processing.

For more details, you'll need to provide more information.
What system
(model, # CPU) OS version (V4Rx, V5), # interactive users,
etc.......
