This sounds to me like some new eager beaver in Human Resources is in a win-win position. If s/he hires you under those terms then s/he's a hero for standing tough. If you choose to move on then s/he's still a hero because "obviously you have another agenda and s/he saved the company from your greedy and rapacious ways." My guess is that you'll have to sign a contract and under no conditions use any of your utilities. Tough luck, man.
