Jerry, I'm currently working on something you might be interested in. It is a VB program to upload Excel spreadsheets to the AS400. Because it is a stand alone program you don't need to start Excel first or export the spreadsheet into a CSV file. The program prompts for the spreadsheet name and location, and the AS/400 target file, opens the spreadsheet, creates the AS/400 file and sends the spreadsheet information to the AS/400 file. It is currently very crude and some work as it is still a work in progress. If you have anyone familiar with VB they could adapt it for your needs.
