I think you missed the last sentence..."The Display Command (DSPCMD) command 
can be used to determine
the setting in which the command is allowed."...although I agree it's 
obfuscated.

Which shows...

Mode(s) in which valid . . . . . . . . :   *PROD
                                           *DEBUG
                                           *SERVICE

You can change those modes on your own commands, too, if you want to restrict 
how they are run. Every now and then it comes in handy.

Unfortunately, unless you have a way around this, SNDPGMMSG is not commonly
eligible for execution through QCMDEXC; it must be compiled into a program
or run within a REXX procedure. That's why it won't run from a command line.

Obviously, a CL program or module with a SNDPGMMSG command within it can
always be called. But I'd vote for the API.
