I think you missed the last sentence..."The Display Command (DSPCMD) command can be used to determine the setting in which the command is allowed."...although I agree it's obfuscated. Which shows... Mode(s) in which valid . . . . . . . . : *PROD *DEBUG *SERVICE You can change those modes on your own commands, too, if you want to restrict how they are run. That's why it won't run from a command line. Obviously, a CL program or module with a SNDPGMMSG command within it can always be called. But I'd vote for the API.
