Vendor response follows:

I am associated with a company called Arterial Software.  We have
developed a product to do exactly what you desire.  Point your browser
at an HTTP port and get a terminal session displayed in the browser.

Installation takes 10 minutes. Starting the server takes 30 seconds.
Type in a URL, answer a logon prompt, and bingo -- an AS/400 main menu
(or wherever your initial program takes you).  We support SSL so
connections can be secure.  We have a small footprint in terms of disk
space, main storage, and processor resource.  We don't need WebSphere or
Java or ActiveX or access to your source code.  We support the 5250 GUI
keywords too!  And the product is not expensive.  Oh, it's also fast :)
and you can run it as an HTTP server.
