Anyone can use the emulator, but you need enough licenses for the number that will be connected concurrently. There used to be an unlimited user license. FWIW, I bought a copy of PCOMM v5 for c.$150. That has no licensing issues on the iSeries. And you don't need to load the other stuff CAE makes you do - like OpsNav, if you're not using that. (Don't throw anything, folks, please!)
