Ever take Calculus? :) Second, millisecond is , like you said, an interval. you are not checking for how many connections over a period of time. you are checking for open connections at a "snapshot". Think of it like this. Say your webserver keeps a running total of how many connections are open. Take a "snapshot" of that number at any given instance. Any "snapshot" you take can be up to 3600 active connection that are open. Duration/interval is irrelevant.
