Wow, replying to myself twice in a row - that's gotta be a record.

IBM fixed it and told me about an informational APAR on this: II09973.
They just had me do:

CALL PGM(QTCP/QTMFEXIT) PARM('*INSTALL  ')

and that took care of things.  Thanks for helping me through.  WRKREGINF
gave me the hint I needed when talking with IBM.
