There seem to be a lot of problems related to the threshold. Is there a
concise list somewhere of what exactly stops/happens when you hit the
threshold?

Steven,
     are you using the AS400's native SMTP? If so then you may have to
change your ASP threshold as I read somewhere that SNADS stops sending when
you pass the threshold.
