Usually, when you can't get a record because another job has it locked,
the system puts a CPF5027 in your job log that lists who the user is.

What I generally do is retrieve that message, and display that userid on
the screen, while trying to lock the record in a loop.   This way, the
user sitting at the screen can call up Dan and complain that he's locking
the record.  (It's always Dan!)
