Monitor for dialup connection before issuing FTP commands

Hey all,

I'm looking for recommendations on how to programatically wait for/monitor
for/ensure that a PPP dialup connection has completed, and all the
handshaking is done, so that I may start an ftp connection with the remote
machine.

in preliminary testing, it can take as long as 30-60 seconds for this to
complete.  If I start the FTP client session too soon after I issue the
STRTCPP2P command, the connection locks up and never completes.  only if I
wait until the device job gets the dialup connection complete message, will
the ftp make the connection.

any ideas?
