Job Scheduled 2 Fridays a month

Try this approach, it appears to work in test:
 ADDJOBSCDE JOB(TESTSCDE)
            CMD(CALL PGM(MYPGM))
            FRQ(*MONTHLY)
            SCDDATE(*NONE)
            SCDDAY(*FRI)
            RELDAYMON(1 3)
