Telnet does allow remote user profile and password parameters.  You just
need a Telnet client using the 5250E protocol.  Starting with V5R1 the
iSeries Telnet client has a large number of parameters available,
including
remote user id, password, password encryption method (DES7, SHA1, none),
initial program, initial menu, and current library.  The iSeries V5R1
Telnet
client connects back to at least V4R4 without difficulty.

STRPASTHR has this.  TELNET doesn't.  I've submitted a DCR for this,
although I don't remember what IBM had to say about it.

We are looking for the same thing. We ended up writing our own
telnet client for the AS/400, just so that we could pass
parameters.
