System can get very confused re-living that hour in October. IBM recommends taking system entirely down and "skipping" that hour, if you will. We just make sure that performance tracking is down, mimix is down, all processes are at very minimum, and then run a JOBSCDE with the CHGSYSVAL with save(*NO) on both QHOUR and QUTCOFFSET to make sure it doesn't loop. Don't forget to change your UTC offset.
