Perhaps there is a middle ground here.  Some machines are powered off
regularly and without too much concern.  But if someone wishes to do a
full power-down as a maintenance event (as opposed to doing electrical
work or moving the machine), and the machine has been running
continuously for months and months, then it would make sense to do so at
the beginning of a weekend as opposed to the end.

Hardware diagnostics can be triggered at an IPL with doing a full power
down.  The default IPL attribute is *MIN, but using the CHGIPLA command,
this can be switched to *ALL.  For those installations who are not
performing IPL's under tight time constraints, it would make sense to
keep it at *ALL on a permanent basis, perhaps only switching for events
like upgrades which require multiple IPL's.
