No, it's just for the HTTP server.

I posted a message about an hour after that one on how to delete it from FTP
sending it with the SYST command.

But probably not for FTP. There was a little discussion on this a while
back. Although there are messages that COULD contain the text of these
responses, I think they are hard-coded in the server code. The messages are
only close, what you see is not exactly what you get.
