The message is referring to your 'remote control panel', not the
'operations console'.  If you purchased the magic cable to allow you to
access control panel functions from your PC, then you have a problem.
But if you are trying to access normal console functions, then the error
message is a red herring.

Is it truly the Operations Console, or are you also trying to establish
the remote control panel?  Do you have both cables attached to your
AS/400 and the PC?  From the looks of your configuration screen, the PC
is detecting a remote control panel cable, but not an operations console
cable.
