I may be wrong but ...

I had a client with an 820 which had a very similar problem earlier this
week.  The resource CMN01 was as internal modem on CMB01 and no matter what
the client did the vary-on failed. The resource CMN02 was being used to run
Ops Console.  It is my firm belief that CMN01 (or the internal modem), in
these configurations is dedicated for use by DST for remote console/control
panel support, and is the reason that it will not vary on - DST has it and
will not let it go.  The second resource at my clients, CMN02, was a
bulk-standard V24 adaptor and though being used for Ops Console was in
practice only needed when the machine was IPL'ed.  Switching over the
cabling from the OPs console connection to his external modem provided a
successful vary-on, of CMN02.  My recommendation is to install additional
comms adapters and steer clear of CMN01 until you wish to set-up and use
remote console/ctl-panel.
