I would say dream on. It could open a big can of worms for IBM. If they do that then you want money back because you are in a lower P level. I know a company that is running a higher P level software then the machine calls for because they transferred it from an older machine. I really do not see how IBM could take the card back, unless you are on a lease. Can you even get money back from capacity on demand? Or is it only one way, once you go up, you can not come back down? I know capacity on demand is a little different in that they issue a key and once you have the key you are at a higher level. But IBM could just enter the keys, instead of the owner (if the owner could not see the key). Or they could allow you to rent more power with a timed key.
