Easy is a relative term.  The Retrieve Output Queue Information (QSPROUTQ)
API will give you a count of the number of files on the *OUTQ in position
93 of the OUTQ0100 format.  It is a binary field so use %BIN to convert it
to decimal -- or simply check it for x'00000000'.
