AS/400's on Ebay - again!

All,

One of our customers wants to buy an AS/400 on Ebay, and use it as a
web/ftp/telnet server. I know this was done to death a while ago on the
list, but I don't think a definitive answer was ever given to the question:

What parts of OS/400 are transferred as part of the 'base operating system'?

Specifically, what Licensed Programs other that XXXX-SS1 should be loaded?
For this particular case, they would need XXXX_DG1, the HTTP Server, and I
guess XXXX-TC1, the TCP/IP utilities. Are these part of the base OS/400 code
that is transferable with the machine?
