Problem when trying to send msg to job log in activation group exit handler

We have an exit handler for activation groups registered
with CEE4RAGE. In the exit routine we have

QMHSNDPM(MsgID, MsgFile, MsgDta,
LenMsgDta, "*INFO     ", "*PGMBDY   ", 1, "    ", "\0\0\0
\0\0\0\0\0")

in ILE C service program.

The message is intended to go to the job log but never
shows up. This is in a normal end. Activation group is
named and routine is in a service program, which has
ACTGRP(*CALLER).

Any ideas?
