Yes, QSYSOPR MSGQ was somehow changed.  Setting it back to *NOTIFY did the 
trick.  Thanks.  Now, I need to see how and who changed that MSGQ.

    Most likely your QSYSOPR msgq got changed to DLVRY(*DFT), in which
    it takes
    the default answer to every message. Try 'CHGMSGQ MSGQ(QSYSOPR)
    DLVRY(*NOTIFY)'. This should set it back to where it belongs.
