No, a security officer profile can.

You cannot, however, adopt the necessary authority... you must actually BE
the user profile doing the operation.  You can acomplish this by using the
handle switching API's (who's name I cannot remember right now) to switch to
a high security profile, doing the operation, and switch back to the
original profile.
