I don't think so.  I have a problem with this too because I am trying to use
the QjoRetrieveJournalEntries api.  I want to display changes to the file.
Well, when the journal sequence number is reset the api goes into a loop
when it finds a sequence number that is less that the last retreived
sequence number.  From that point on, it continues to receive the same
journal entries until something crashes.

The DSPJRN command doesn't have this problem so I don't know why the API
does.  I've thought about using the RTVJRNE command instead of the API but
as yet I haven't.  I'd rather get the API working.

If anyone has any insight to the API I'd really appreciate hearing it, also
if anyone has it working when the journal receivers span IPL's, I'd really
appreciate hearing about it!
