The machine I used was at 4.4 without a hardware contract. You can order 
NON-MFxxxx PTFs without a contract here in the United States, in other 
countries the rules very greatly.

Now if you have a machine at a level other than 3.2 you won't be able to 
read/access the PTF but the savf can then be transferred to the 3.2 machine and 
used.
