Better yet, interrogate the total population of RPG programs selecting the I
and F specs for the specific file.  Then sort it by from and to record
position.  This will give you all of the ways that the programmers subdivided
the fields and may assist you with normalizing your record based on
intelligence incorporated into the field values.

Write a CLP program that will loop and rtvmbrd from the qrpgsrc files, then
run a query over the member adding it to an output file.  Once you have done
this query the output file and so forth.  It may not be 100% but it will give
you the ability to create a greater portion of what you need in an automated
fashion.
