I used a tool several years ago which did a pretty nice job of this.
Actually converted all the procedures to CL, RPG36 source to RPG400 code and
created DDS for the files and display files (if I remember correctly).  This
was a purchased tool, not share- or free-ware.
I created a big 'ol batch job which ran overnight and it did the whole
thing, with some cleanup, of course.  This tool did a really nice job,
though.

I'll try to find the notes and the name of the vendor.  You understand, this
was a while ago.  But I did have occasion to find this about a year ago.  I
had a S36 migration to do, which never materialized (the client opted to
stay in 36 emulation mode) but I did find the old notes and stuff.

I'll try to find this and let you know.
