text/plain is assumed by the server when it has no additional information
about the file.  You can provide that information in the configuration
file which is described in the AddType section of HTTP configuration file
(more detail is provided in the HTTP Server for OS/400 WebMaster's Guide
also).  Here is the relevant section from CONFIG.  Add your own definition
for wml.  For example:

AddType .wml text/vnd.wap.wml 8bit
