Good old InfoCenter. For v5r1, go to Networking->TCP/IP->Manuals and Redbooks. There's the FTP link itself, where you can download the PDF version. Then there's the TCP/IP Configuration and Reference, which is a direct link to the PDF. Also look at the various Redbooks there. In addition, look at Networking->Networking security for important information. There are things in those manuals tha discuss FTP exposure.
