Well, because you need to get to a command line to run the CHGSBSD back to
the original display file so you can log in with QINTER.

If you know another way to change system values without logging on I'd be
interested in knowing.  Maybe OpsNav has that ability, I don't know, I
just
don't use/like OpsNav.

Why would you have to log on to the system console to fix it?  I don't use
5250 for code/400.

CHGSBSD SBSD(QSYS/QINTER) SGNDSPF(MYLIB/MYDISPLAY)

Do this for any subsystems you want the signon screen to be displayed for.

Do *NOT* change it for QCTL.  If the display file is bad you'll need to
log
onto the console to fix it, and you can't do that if it's bad for QCTL
also.
