V3R2 Lan Server on FSIOP -- MIDRANGE-L

We have a V3R2 As/400 with Lan/server installed.   We deleted the FSIOP
configuration and recreated, by creating storage space, linking it, etc.

FSIOP works good.

BUT, we can't make any directories in the storage space using WRKLNK.
Haven't tried a PC.

Whenever we try to create a directory using MD, we get not authorized to
object.  This is even when we are signed on as QSECOFR.

We've tried using CHGAUT, but it says we are not authorized to authorize.
